Formation of the Department of Building and Housing

The Department of Building and Housing was established on 1 November 2004, when the name of the Ministry of Housing was changed to the Department of Building and Housing. The Department took over the Ministry of Housing’s responsibilities on that date. On 30 November 2004 the Building Industry Authority was dissolved and its functions transferred to the Department of Building and Housing.

Newsletters

BIA News

BIA News was the Building Industry Authority's building controls newsletter. There were 146 issues published. The final issue was November 2004. (The replacement newsletter is Codewords, the building controls newsletter of the Department of Building and Housing.) Hard copy issues of BIA News can often be acquired from your local council. Electronic copies of BIA News articles from Issue 77 to 146 are available by request, please email info@dbh.govt.nz .

BIA Weathertightness News

BIA Weathertightness News was a supplement to the newsletter BIA News, published by the Building Industry Authority. There were 9 issues published. The final issue was November 2004.

BIA Update

BIA Update was a periodic email news service provided by the Building Industry Authority. There were 46 issues published. The final issue was 29 November 2004. (The replacement is Building Controls Update (BC Update), the email news service provided by the Department of Building and Housing.)

Weathertightness-related publications

New weathertightness solutions [PDF 40 KB, 2 pages] was a pamphlet published by the BIA in October 2004 for builders and people building or renovating a home. It contains new solutions for the way buildings are designed and built to help avoid leaky building problems.

Critical requirements for the assessment of 'monolithic' claddings [PDF 143 KB, 21 pages] was an A4 brochure for building officials published in April 2004. It contains guidance on what should be considered when assessing whether residential buildings clad with solid plaster (stucco), EIFS or fibre-cement sheet 'monolithic' cladding comply with Clauses E2 External Moisture and B2 Durability of the Building Code.
